Panorpa vulgaris are commonly distributed throughout central Europe. They prefer dry and warm habitats that provide shade at high temperatures and are most abundant along the edges of low-lying shrubs. Both larvae and adults typically feed on dead arthropods, and adults are often kleptoparasites of spider webs.

Similar to Panorpa communis, on the wings of which the black spot at the base is missing, or it covers less than 2 cells. Panorpa germanica has more modestly spotted wings without bands. It is considered as synonym of Panorpa communis by GBIF.
