It is not Atanycolus https://bugguide.net/node/view/155956: The form of the first antennal segment (scape) is distinctive for the genus, being sharply excavated at both base and apex.
Head round, black. Thorax black; scutum smooth and shiny. Abdomen yellow. Ovipositor black, 1.3-1.4 times as long as abdomen. Fore and middle thighs and shins black, hind thighs and shins black or yellow with black tips. Antennae black, long and multi-segmented – consist of 54 segments (in female). Wings strongly darkened.
There are many similar yellow-abdomined braconids, my ID can be wrong.
